NEW DELHI: The Central Bureau of Investigation has registered a case against former CEOs of Badami Bagh Cantonment, Srinagar and some private persons for grabbing defence land – in the form of two hotels and a mill – worth several crores.

The agency had launched a preliminary enquiry last year on source information against Tariq Ahmad Khanday (junior engineer) of Badami Bagh Cantonment Srinagar, and unknown officials of defence estates office to look into the issuance of license/permission of construction on defence land to the private persons.

It was found that one Hotel Solomon, situated within Cantonment Board area, Sonwar, an unnamed hotel belonging to one Tariq Ahmad Wani near government Cantonment GP Pant children hospital, Sonwar and Tramboo Joinery Mills in Sonwar were running for several years.

Hotel Solomon was given on lease by defence authority to one Indraj Sharma for a period of 20 years from 1954 to 1974. Sharma further leased out it to one Abdul Majid Bakshi in 1960. The fully furnished hotel in 11 Kanals area is worth several crores and is presently run by Muneer Ahmad Bakshi while its lease stands expired.

There is no permission from the defence authority to run this hotel but it’s taking guests on a regular basis while defence authorities are not being paid anything.

Similarly, Wani’s hotel is located on B-3 defence land, around 16 Marla area on the National Highway at Sonwar, but it is being run illegally. It was originally given to Durganag Trust through its president PN Takoo, but that lease expired long back. The junior engineer Tariq Ahmad Khanday, allowed Wani to run the hotel.

About the Tramboo Joinery Mills, located on 11 Marla defence land near National Highway, CBI says it was also given to Durganag Trust which has already expired.

It turned out that CEOs – BK Koul and Ajay Kumar Choudhary – of Badami Bagh Cantonment, did not take any action against Muzzafar Rashid Wani, who was running the mill right now.

CBI says, “The concerned JE and CEOS submitted false report being fully aware of the status of land and facilitated the accused private persons to obtain permission from the board on the defence land by putting the status of the land as private land in Tramboo Joinery Mills.”

“The ministry of defence not getting any returns from these three properties after the expiry of the lease deed. The illegal occupants are earning huge income by way of rent from these unauthorized hotels/stay homes in connivance with Khanday and other officials,” said CBI.
